Quick Question on Candidates

Is it okay to make one real fast to have them be brought in from the town for the storm plot still?It seemed like there was that option. Otherwise will a military post do?
Like could a character be made that was stationed to be a sort of general insert for the military to keep an eye on things and sort of be the watcher for the military and report back but ends up somehow being a candidate instead once he or she decides to side against the military?

Yes, you can totally make a refugee character that's saved during the storm plot and becomes a candidate. :3 that's definitely an option.

I dunno about your second question there. In anything, I would think the military would send older, more experienced people to keep watch on Rocky... Not someone who's younger than 20 years old. Unless of course the ages are changed up for Rocky... But anyway, I don't think a spy of sorts would be needed. Faizah has Ammon Fredricks who's constantly at Rocky anyway. That'd be something for Faizah or Topaz to check on. C:
